										<content:encoded><![CDATA[<p>The Wyoming Prevention Needs Assessment (PNA), sponsored by the Wyoming Department of Health and facilitated by the Wyoming Survey &#038; Analysis Center at the University of Wyoming, has been collecting and reporting data on student behaviors and perceptions since the 2005-2006 school year. The PNA tracks the prevalence of alcohol, tobacco, and other drug use among students in grades 6-12, as well as a wide array of attitudes, beliefs, and perceptions related to substance use. Over time, the scope of the PNA has expanded to include data on mental health, school climate, and availability of social support.<br />
The PNA provides essential data that supports the development and evaluation of prevention strategies, interventions, and policies across the state of Wyoming. Schools, school districts, and communities utilize this data to tailor prevention efforts to their specific needs. Data from the survey is available publicly at both the state and county levels, with most participating school districts able to access their own student data.<br />
The most recent data collection and reporting effort, under the current contract, is for the 2024 cycle, continuing the long-standing commitment to informing public health and educational initiatives in Wyoming.</p>

										<content:encoded><![CDATA[<p>The New Mexico Department of Health&#8217;s Nicotine Use Prevention and Control Program (NUPAC) aims to reduce the harmful effects of commercial nicotine and tobacco use across the state. This program focuses on preventing youth initiation of nicotine products, promoting cessation among users, and reducing exposure to secondhand smoke. It uses a comprehensive approach involving education, policy advising, and community outreach. NUPAC supports initiatives such as Quit Now/Dejelo YA, a free resource offering counseling in English and Spanish along with nicotine replacement therapies to help residents quit smoking or vaping. Additionally, the program partners with schools, healthcare providers, and local governments to create smoke-free environments and promote healthier lifestyles.<br />
The Wyoming Survey &#038; Analysis Center (WYSAC) supports NUPAC by using guidelines provided by the CDC to help establish and track the progress toward the program&#8217;s goals. WYSAC provides comprehensive evaluation of New Mexico&#8217;s Nicotine Use Prevention and Control Program and plays a critical role in supporting NUPAC leadership by providing technical assistance and updates on the Tobacco Program Evaluation Framework and helping guide workplan development and implementation. WYSAC also provides broad technical assistance and professional development support. Our contributions include analyzing quitline follow-up survey and administrative data, producing reports on the ever-changing landscape of nicotine use in New Mexico, delivering presentations to stakeholders, and developing surveys and reports for contractor organizations to ensure continuous quality improvement.</p>

										<content:encoded><![CDATA[<p>As part of Wyoming’s efforts to keep minors from buying tobacco products, the Department of Health contracts with the Wyoming Survey &amp; Analysis Center at the University of Wyoming to conduct what is known as the Synar inspections. In 1992, the United States Congress enacted the Alcohol, Drug Abuse, and Mental Health Administration Reorganization Act, which includes an amendment (section 1926) aimed at decreasing youth access to tobacco. This Synar Amendment requires states to adopt and enforce state laws prohibiting the sale of tobacco to youth under the age of 18. To be in compliance, states must also conduct annual, random, and unannounced inspections to ensure compliance with the state law and develop a strategy for achieving a retailer violation rate (RVR) of less than 20.0%. Since 2003, the Wyoming Department of Health, Public Health Division, has contracted with the Wyoming Survey &amp; Analysis Center (WYSAC) at the University of Wyoming to conduct Wyoming’s annual Synar Inspection Study to assess tobacco retailers’ compliance with the law.</p>

WYSAC has conducted that survey three times before&#8211; in 2009, 2012, and 2015.  The survey is conducted using the telephone interview mode of data collection, following strict CDC protocols. The survey uses a dual sampling frame to include both landline and cell phone numbers in proportions to reflect the representation of cell phone only and cell phone mostly households in the geography of interest. The sample is disproportionately stratified by four geographic regions. Over 1600 interviews are collected during each iteration of the survey.</p>
