The Wyoming Prevention Needs Assessment (PNA), sponsored by the Wyoming Department of Health and facilitated by the Wyoming Survey & Analysis Center at the University of Wyoming, has been collecting and reporting data on student behaviors and perceptions since the 2005-2006 school year. The PNA tracks the prevalence of alcohol, tobacco, and other drug use among students in grades 6-12, as well as a wide array of attitudes, beliefs, and perceptions related to substance use. Over time, the scope of the PNA has expanded to include data on mental health, school climate, and availability of social support.
The PNA provides essential data that supports the development and evaluation of prevention strategies, interventions, and policies across the state of Wyoming. Schools, school districts, and communities utilize this data to tailor prevention efforts to their specific needs. Data from the survey is available publicly at both the state and county levels, with most participating school districts able to access their own student data.
The most recent data collection and reporting effort, under the current contract, is for the 2024 cycle, continuing the long-standing commitment to informing public health and educational initiatives in Wyoming.

The New Mexico Department of Health’s Nicotine Use Prevention and Control Program (NUPAC) aims to reduce the harmful effects of commercial nicotine and tobacco use across the state. This program focuses on preventing youth initiation of nicotine products, promoting cessation among users, and reducing exposure to secondhand smoke. It uses a comprehensive approach involving education, policy advising, and community outreach. NUPAC supports initiatives such as Quit Now/Dejelo YA, a free resource offering counseling in English and Spanish along with nicotine replacement therapies to help residents quit smoking or vaping. Additionally, the program partners with schools, healthcare providers, and local governments to create smoke-free environments and promote healthier lifestyles.
The Wyoming Survey & Analysis Center (WYSAC) supports NUPAC by using guidelines provided by the CDC to help establish and track the progress toward the program’s goals. WYSAC provides comprehensive evaluation of New Mexico’s Nicotine Use Prevention and Control Program and plays a critical role in supporting NUPAC leadership by providing technical assistance and updates on the Tobacco Program Evaluation Framework and helping guide workplan development and implementation. WYSAC also provides broad technical assistance and professional development support. Our contributions include analyzing quitline follow-up survey and administrative data, producing reports on the ever-changing landscape of nicotine use in New Mexico, delivering presentations to stakeholders, and developing surveys and reports for contractor organizations to ensure continuous quality improvement.

The 2023 North Dakota Strategic Prevention Framework Partnerships for Success (SPF-PFS) Evaluation and Data Technical Assistance Project is funded by the Substance Abuse and Mental Health Services Administration (SAMHSA) and administered in collaboration with the North Dakota Department of Health and Human Services. The Wyoming Survey & Analysis Center (WYSAC) at the University of Wyoming serves as the independent evaluator and data analyst for the project, tasked with assessing performance and providing technical assistance around data to the state and funded communities.
This initiative aims to reduce alcohol misuse and its consequences among underserved populations, including college students, active-duty military personnel, and children of parents with mental illness (COPMI). Using SAMHSA’s Strategic Prevention Framework (SPF), the project builds prevention capacity supporting up to five subrecipient communities that will implement evidence-based strategies tailored to local needs.
WYSAC’s evaluation plan includes both process and outcome assessments, focusing on the effectiveness of the implemented strategies and their impact on substance use behaviors and health outcomes. Data collection efforts will utilize surveys such as the Youth Risk Behavior Survey (YRBS) and National College Health Assessment (NCHA), along with administrative data sources like alcohol-related crime and vehicle crash reports. The evaluation results will guide ongoing prevention efforts and ensure alignment with state objectives and SAMHSA’s national prevention goals.

This website aims to provide resources for prevention workers and other stakeholders throughout the lifecycles of prevention efforts. It is modeled after the Strategic Prevention Framework (SPF), a five-step, cyclical process to help stakeholders understand and address issues of substance abuse and addiction in their communities. The SPF model includes the following components:

Assessment – Using current data to understand local needs

Capacity – Building partnerships and resources to have capacity to address prevention needs

Planning – Understanding best practices related to these needs and how to effectively implement them

Implementation – Delivering the best practices or programs selected in the previous step

Evaluation – Taking a look at how practices were implemented and whether they led to the intended outcome

Regardless of what step a community is at in its efforts to prevent prescription drug abuse, this website will provide the information and resources they need to get started, or to enhance work that’s already being done.

November 6, 2020 – To help provide a complete picture of COVID-19 in Wyoming, the University of Wyoming’s Wyoming Survey and Analysis Center (WYSAC) has developed an interactive data visualization tool to track attitudes, behaviors and cases surrounding the pandemic.

Users can explore state- and county-level case data, as well as Wyomingites’ attitudes on wearing masks; trusting news sources; support levels for COVID-19-related policies; and much more from recurring public opinion surveys in the state.

“Our tool allows visitors see, side by side, what people think about the pandemic, how it’s changing our daily lives and the community health impact in real time, with case data updated every day,” says Jessica Schillinger, WYSAC’s web and graphic designer.

The website hosts up-to-date Wyoming COVID-19 data, as well as data visualizations of WYSAC’s recurring COVID-19 survey of Wyoming residents — currently in its 10th iteration.

“We hope that this tool will provide a centralized hub for residents, media, and local and state health officials to find information about the current state of COVID-19 in Wyoming,” says Brian Harnisch, senior research scientist in charge of the survey data at WYSAC. “In addition to current case information in the state, users can see and explore trends in public opinion surrounding COVID-19 in Wyoming since the beginning of the pandemic in March.”
